A sifting litter box is a set of nested pans, one of them slotted. You lift the slotted pan to strain clean litter through and leave clumps behind, instead of scooping. A manual rotating box, such as Omega Paw’s Roll ‘n Clean, does the same job when you roll the whole box over a built-in grate. Neither needs power. At PetSmart as of 2026-11-02, they cost about $18 to $60. The cheapest self-cleaning robot we track lists at $269.99. The trade-off is that you still do the sifting yourself, by hand.

How a 3-pan sifting box works

The classic design comes with one sifting pan and two regular pans. That is how Petmate describes the Arm & Hammer Sifting Litter Box. The slotted pan sits inside a solid pan that holds the litter. When it’s time to clean:

  1. Lift the sifting pan. Clean litter falls through the slots into the pan below, and clumps stay on top.
  2. Dump the clumps.
  3. Re-nest the pans so the box is ready again.

The exact steps vary by product, so follow the directions that come with yours. PetSmart’s own ExquisiCat sifting boxes say “sift by lifting the pan” and are meant to be used without a liner. Kitty Sift uses the same idea with disposable recycled-cardboard sifting liners.

Like the robots, these boxes rely on clumps: the slots can only separate waste that holds together. Omega Paw says its Roll ‘n Clean “works only with clumping litter”. For litter guidance by mechanism, see best litter for self-cleaning litter boxes.

How a manual rotating box works

Omega Paw’s Roll ‘n Clean is a hooded box with what the maker calls a litter-separating grill. Clean-up is “rolling the box back and forth”. Clumps collect in a pull-out tray that you empty, and Omega Paw says the box removes the need for scoopers, filters or pan liners. The Swivel version adds a swivel hood for refilling. It is listed for cats up to 12 lb and lists “no electricity needed”.

For reference, a plain large open-top pan at PetSmart was $12.99 on sale ($14.99 regular) on the same date.

Where these prices come from: Chewy, Petco and Walmart pages were blocked on the check date, so retail prices are from PetSmart, except the Arm & Hammer box (Petmate’s brand store).

Sifting and rotating boxes vs. robots, by the specs

Price. The non-electric boxes above run $17.99–$59.99. The robots we track, as of 2026-11-02:

  • PetSafe ScoopFree Crystal Smart: $269.99.
  • Neakasa M1 Lite Plus: $379.99 on sale, $499.99 list.
  • Litter-Robot EVO: $599.
  • Litter-Robot 4: $699.

See the comparison table for the full list.

Who does the cleaning. With a sifting or roll-over box, nothing happens until you lift or roll it. A robot runs its own cycle after the cat leaves. On the Litter-Robot 4, the default Cycle Delay is 7 minutes (manual p. 24). You still empty a robot’s waste drawer. Whisker says the LR4 can go “as low as once every 8 days”.

Power and setup. Sifting and rolling boxes need no outlet and no Wi-Fi. The robots need an outlet, and their app features need Wi-Fi.

Cat size. The Roll ‘n Clean Swivel lists cats up to 12 lb, while robots publish weight ranges. For example, the Litter-Robot EVO is listed for 3–19 lb and the LR4 for 3–25 lb. Whisker says kittens must weigh at least 3 lb for automatic mode. The sifting pans above publish no weight range.

Litter. Both kinds depend on clumping litter. Some robots add more restrictions: PetSafe’s Crystal Smart is crystal-only, and Whisker advises against translucent or white crystals.

Running costs. Sifting pans need litter and, if you choose, liners. Robots add their own consumables, such as waste-drawer liners, filters and crystal trays. For lower-cost robots, see the cheap self-cleaning box guide.

When a sifting or rotating box is the smarter buy

  • Your budget is under the cheapest robot. Even the $59.99 steel sifter is less than a quarter of the $269.99 Crystal Smart.
  • There’s no outlet near the litter spot, or you don’t want an app.
  • Your cat is under 3 lb. The robots above that publish a minimum list 3 lb, or 2.2 lb for Neakasa.
  • You mainly want to stop scooping, and don’t mind a quick lift or roll each time you clean.

If what you want is not touching the box between drawer emptyings, a robot is the only option here that does that. To see whether a robot pays off for your household, run your own numbers in the cost calculator.

Bottom line

Sifting pans and roll-to-clean boxes swap the scoop for a lift or a roll. They need no power, and they cost $17.99–$59.99 at PetSmart as of 2026-11-02. Robots take that step off your hands, starting at $269.99. If price, a cat under 3 lb or no nearby outlet is the deciding factor, a non-electric box is the practical choice.
